		<description>One other contentious issue around water rights is the ability of people to navigate on rivers and streams through other peoples private property. They generally have the right to float through but if they land on the shore for say - a picnic they are now tresspassing.  Several private land owners are trying to make it illegal for people to float throught their properties.  You can immagine the traffic along those rivers that have commercial rafting tours in them.</description>
